Abstract:The allocation of R&D funds is an important measure to solve the imbalances between supply and demand of innovation resources and ensure the efficiency of R&D investment.As an important subject of innovation resources allocation,the government's R&D fund allocation structure has important guiding influences for the strategic direction as well as the development of science,technology and innovation of a country/region.From the perspective of the government,this paper focuses on the R&D expenditure structure of the central and local governments,the competitive and stable funding structure,the distribution of different types of the government funded R&D activities,and the R&D spending shares of departments and agencies,and makes a comparative analysis and characteristic summary of the R&D expenditure allocation structure of the main innovative countries such as the United States,the United Kingdom and Germany.This paper comes up with some suggestions for further improvement of China's R&D funds allocation structure from four aspects including the relationship between central government and local government,the relationship between research and development,the relationship between competitive and block funding,and the relationship between government and market.
