Abstract:The government has always encouraged the unhooking of science and technology associations.Chinese science and technology associations select different governance modes.Some select unhooking governance mode,the others select affiliation mode.In order to explore the selection mechanism behind this phenomenon,this paper constructed a three-dimensional influencing factors framework of“rule-resource-action”based on Giddens' structural theory.Through the cases study,the results are as follows.①When the science and technology associations' performance on the rule,resource and action factors can promote unhooking reform,the unhooking reform can success.②Rule,resource and action interact with each other.The rule factor is not affected by resource factor and action factor and has one vote veto power for the unhooking reform of science and technology associations.The resource factor can act on the action factor to stimulate the unhooking reform of science and technology associations.If the action factor is lacking,even the rule factor and resource factor can support the unhooking reform,the reform will not start.③Affiliation mode is not equal to the overall lack of autonomy.Even in the affiliated mode,science and technology associations can still obtain a certain degree of autonomy in governance structure,resource integration and service supply.
