Abstract:During the two sessions in March 2022, “Enlisting and Leading”as one of the hot words in the project establishment and scientific research management,is a new exploration path to solve China's key core technical problems and realize the transformation of scientific and technological achievements.From the local pilot to the nationwide deployment,the practice of the system of Enlisting and Leading has been carried out in an all-round way in tackling key core technologies in China.However,there is no research to analyze the operation process and development problems of Enlisting and Leading from the perspective of the integration of government,industry and universities to stimulate innovation.Therefore,based on the triple helix perspective,this paper attempts to study the internal mechanism and corresponding innovative management of the system of Enlisting and Leading in the practical operation process using the triple helix strategy tool.The results show that Enlisting and Leading is suitable for solving scientific and technological problems with weak exclusiveness and strong realizability.The system can be divided into three stages,namely “determining the list” “taking command”and “surmounting the difficulty”,and five links,including project collection,determining the list,applying for listing,supply and demand docking and achievement application.Furthermore,although the functions and roles of government,industry and universities have difference in different stages,the three departments should pay attention to information exchange and management communication to improve resource utilization and scientific and technological innovation efficiency.
