Abstract：Strengthening national strategic scientific and technological forces is of great significance for improving the national innovation system and enhancing the overall effectiveness of the national innovation system.According to analysis of the inherent logic of scientific and technological innovation,this paper points out that there is a coupling relationship between “innovation chain main construction and industrial chain main battle”within the innovation organizations.On the basis,this paper deconstructs the national strategic scientific and technological forces into “main construction force”and “main battle force”,and further explores the relationship and coupling mechanism of each component.This paper aims to provide reference for the formation of systematic advantages of national strategic scientific and technological forces.
