Quantitative Research on Local New Infrastructure Policy Texts ——A Two-dimensional Analytical Framework Based on Policy Tools and Innovation Value Chain

Abstract:New infrastructure is an important initiative to cope with the current epidemic impact,trade barriers and economic downturn,and to support the innovation-driven development strategy.This article uses the content analysis method to carry out content coding,statistical description and quantitative analysis of the new infrastructure policy texts of 31 provinces in china (excluding Hong Kong,Macao and Taiwan)from the perspectives of policy tools and innovation value chain,to compare and analyze the application differences of policy tools for new infrastructure and the application of different links in the innovation value chain,as well as the cross-effects of the two.The research found that the distribution of new infrastructure policy tools is more obvious,mainly focusing on supply-oriented and environment-oriented policy tools,and there is a structural imbalance in the specific combination.Policies mainly focus on the research and development links of innovation value chain,and the relevant policies in the industrialization and marketization links are insufficiently applied.There are obvious differences in the application of different types of policy tools in each link of the innovation value chain.In view of the problems existing in the local government's new infrastructure policy,corresponding optimization suggestions are put forward.
