Time Dynamics Analysis of the Transformation Policies for Scientific and Technological Achievement from the Perspective of Policy Mix

Abstract:Based on the perspective of policy mix,multi-dimensional scale analysis and quantitative analysis of policy texts are used to capture the dynamic characteristics of China's central government's transformation policy of scientific and technological achievements from 1996 to 2020 from the time dimension.The results show the followings.The process of China's transformation policy of scientific and technological achievements has gone through three stages of steady development,key breakthroughs,and innovation and perfection,and the system and synergy have been continuously enhanced.The policy goal has always been to strengthen technology transfer and application promotion,and promote the commercialization of scientific and technological achievements.There is an imbalance in the use of policy tools,the use of policy tools on the environment side is excessive,the application of policy tools on the supply side and demand side is relatively scarce,and many effective policy tools have not been adopted.The comprehensiveness and consistency of the policy mix for the transformation of scientific and technological achievements is on the rise,and the balance varies greatly.
