摘要 本文采用探索性单案例的研究方法,选择中国长征系列运载火箭作为案例研究对象,运用四重螺旋理论分析长征火箭在研发期、导入期、成长期和成熟期各创新主体之间的作用演化机制,旨在回答为什么长征火箭相关技术能够走到世界前列,以及如何实现技术赶超。研究发现:首先,长征火箭能够实现技术赶超的原因是多方面的,包括党和政府的统一领导、坚持自主创新、组建全国协作网络、广泛聚集人才等;其次,通过对长征火箭技术的研发过程以及火箭产品的市场化过程分析,其技术创新组织方式是权变的;再次,提出关键核心技术攻关的动态四重螺旋模型,即建立以政府为主导的产前研发同盟→建立用户参与的技术更新体系→形成企业与高校的双轮驱动格局→形成官产学公联动机制;最后,对公众在四螺旋创新创业过程中的促进作用展开了深入分析。研究结果为揭示长征火箭能够持续取得技术突破提供战略纵深思考,也为其他关键核心技术攻关提供有益借鉴和管理启示。

Abstract:The paper adopts the exploratory single case research method,selects China's Long March series launch vehicles as the case study object,and uses the quadruple helix theory to analyze the function evolution mechanism between the innovation subjects of the Long March rockets in the R&D period,the market introduction period,the growth period and the mature period in order to answer why the Long March rocket related technology can come to the forefront of the world and how to catch up with and surpass it.The study finds the followings.Firstly,there are many reasons why the Long March rocket can catch up with and surpass in technology,including the unified leadership of the CPC and the government,adhering to independent innovation,establishing a national cooperation network,widely gathering talents and so on.Secondly,through the analysis of the R&D process of Long March rocket technology and the marketization process of rocket products,it can be seen that the organizational mode of technological innovation is contingent.Thirdly,it puts forward a dynamic four-fold spiral model for tackling key core technologies,that is,establishing a government-led prenatal R&D Alliance → establishing a technology update system with user participation → forming a two wheels drive pattern between enterprises and universities → forming a linkage mechanism between government,industry,university and public.Finally,it makes an in-depth analysis of the promoting role of the public in the process of quadruple helix innovation.The research results not only provide strategic in-depth thinking for revealing that the Long March rocket can continue to make technological breakthroughs,but also provide useful reference and management enlightenment for other key core technologies.
