Business Environment,Global Value Chain Location and Talent Competitiveness

Abstract:Talent issues and science and technology issues gradually become the focus of international competition,and a good business environment is regarded as the core of building a national talent competitiveness system. Based on the panel smooth transformation regression model,this paper studied the nonlinear effect of business environment on talent competitiveness under different value chain mechanisms from the perspective of domestic and foreign double cycle. The study shows that in the low mechanism of global value chain position,every 1% increase in the business environment index will drive the national talent development index by 0.6259%,with the improvement of national competitiveness,the impact of business environment on national talent development is adjusted to 0.4569%,the impact of business environment on talent competitiveness shifts from the perspective of quantity and scale to the perspective of quality and structure. The country heterogeneity study shows that there are significant differences between developed countries and developing countries in the impact of business environment on talent development,Britain's business environment makes the greatest contribution to talent development,followed by Slovenia and Spain,the optimization of business environment in these countries plays an important role in the development of domestic talents and the attraction of foreign talents.
