京津冀区域科技创新政策协同演变:2011—2021年

摘要 基于协同学理论的核心观点,构建要素-系统双维度分析框架,以2011—2021年京津冀区域461份科技创新政策为研究对象,从政策目标、政策工具和政策力度三个方面对政策文本进行量化处理。在要素维度,利用状态协同度模型计算政策目标之间、政策工具之间的协同度;在系统维度,通过耦合协调模型测度京津冀科技创新政策子系统集以及系统整体的政策效力协调水平。研究发现:在政策目标中,创新、科技成果转化、人才及技术引进和知识产权保护两两之间呈高度协同状态且协同态势平稳,消化吸收与其他政策目标之间的协同性不足且协同度波动幅度较大;在政策工具中,需求型工具使用偏少,需求-供给之间的协同效果不理想,但与环境型工具的协同效果均良好;在子系统集中,京津、京冀、津冀的耦合协调水平于2015—2017年相继进入平稳发展阶段,京津、津冀处于中度协调区间,津冀处于勉强协调区间;在系统整体中,京津冀区域综合协调水平拥有较大的提升空间。对区域科技创新政策协同演变趋势进行分析有利于进一步优化政策体系,推动区域科技创新协同发展走向深入。

Abstract:This paper quantifies 461 policy texts of science and technology innovation policies in the Beijing-Tianjin-Hebei region from 2011 to 2021 in terms of policy objectives,policy instruments and policy strength,and constructs a two-dimensional element-system analysis framework based on the core viewpoint of synergism.In the elements dimension,the paper use state synergy model to calculates the synergy between policy objectives and policy instruments.In the system dimension,the coupled coordination model is used to measure the coordination level of policy effectiveness of the Beijing-Tianjin-Hebei policy subsystem set and the whole system.It is found that among the policy objectives,innovation,transformation of scientific and technological achievements,talent and technology introduction and intellectual property protection are highly synergistic and have a stable synergy between two of them.While the synergy between digestion and absorption and other policy objectives is insufficient and the degree of synergy fluctuates widely.Among the policy tools,demand-oriented policy tools are underused and the synergy effect between demand-supply policy synergy is unsatisfactory.However,they synergize well with environment-oriented policy tools.In the subsystem set,the coupling coordination levels of Beijing-Tianjin,Beijing-Hebei,and Tianjin-Hebei entered a stable development stage successively from 2015 to 2017,among which Beijing-Tianjin and Tianjin-Hebei are in the moderate coordination range,Tianjin-Hebei is in the barely coordinated range.In the overall system,the comprehensive coordination levels of Beijing-Tianjin-Hebei have more room for improvement.The analysis is beneficial to further optimize the science and technology innovation policy system,thus helping to promote regional science and technology innovation synergy towards deeper development.
