Research on Strategic Scientific and Technological Talents Incentive Development Strategy Based on Urban Talent Platform Network Embedding

Abstract:The urban talent platform plays a pivotal role in cultivating,motivating,and fostering an innovative environment for strategic scientific and technological talents.These tasks are inherently complex and critical.Consequently,it is imperative for the urban platform to identify the diverse characteristics of strategic scientific and technological talents.This paper applies the theories of heterogeneous human capital and network embeddedness to analyze the heterogeneous characteristics of strategic scientific and technological talents.It explains the incentive development mechanism of network embeddedness from the dimensions of structural,relational,and cognitive embeddedness.In addressing issues including the uneven distribution of urban talent clusters,insufficient international competitiveness,and the inadequacies in the structural organization and integration within the innovation,industry,capital,and talent chains.This paper proposes measures to enhance the urban talent platform.These measures include strengthening strategic coordination,accelerating the establishment of a hierarchical urban talent platform,optimizing the platform's layout,fostering deep integration of the innovation,industry,capital,and talent chains,improving the urban innovation environment,and enhancing the innovative effectiveness,experiences,and sense of belonging among strategic scientific and technological talents.
