Research on the Promotion Path and Effectiveness of Science and Technology Commissioners in Supporting Rural Revitalization——A Grounded Theoretical Analysis Based on 116 Interview Materials in Shandong Province

Abstract:Taking 116 interview materials from the integrated media column program“Rural Revitalization,Science and Technology Commissioners in Action”jointly created by the Shandong Provincial Department of Science and Technology and Shandong Radio and Television Station as a case study,this article conducts an in-depth analysis of the promotion path and effectiveness of Science and Technology Commissioners in supporting rural revitalization using grounded theory.It is found that there are mainly three implementation paths for Science and Technology Commissioners to assist in rural revitalization,namely government selection,demand orientation,and platform integration.The effectiveness of the assistance is mainly reflected in four aspects:ecological sustainable development,all-round development of agricultural industries,livable and business-friendly rural areas,and farmers' income and skills improvement.Overall,all three paths primarily promote the implementation of Rural Revitalization Strategies from the two perspectives of “all-round development of agricultural industries” and “farmers' income and skills improvement”.Among them,the two paths of demand orientation and platform integration have more obvious assistance effects.Finally,policy recommendations are proposed from the aspects of strengthening top-level design,improving process management,promoting team building,and optimizing platform carriers.
