Abstract:The scientific data platforms provide an infrastructure and institutional guarantee for the implementation of data open sharing practice and their development is particularly urgent in the post-epidemic era within the need of“contactless access”to data.In addition,good operational performance is a prerequisite for the function realization of the data platforms.This study takes 20 national scientific data centers from the adjustment and optimization list of national scientific and technological resource sharing service platforms as the research object,establishes an evaluation index system based on the Balanced scorecard theory,and then evaluates the operational performance of these data platforms.The results show that these national data platforms have made remarkable progress in the diversification of service,the construction of policies and standards,the standardization of data description,and the exertion of scientific research efficiency through years of continuous development.However,there is still a phenomenon of“data Pixiu”that emphasizes storage and neglects sharing.Moreover,the problems of complicated data acquisition process,weak data timeliness,less emphasis on user participation,and intellectual property protection also need to be solved urgently.
