Abstract：The establishment of the National Data Bureau is an important milestone in the process of building a national data management system.In both horizontal and vertical dimensions,this process is reflected in the adjustment and optimization of the combination of central and decentralized powers,as well as the diffusion of grassroots innovation experience from the bottom up,reflected in the reform deployment of “deepening institutional reform in key areas”and “coordinating central and local reforms”for this round of institutional reform.The establishment of the National Data Bureau embodies the inherent logic of safeguarding data sovereignty,promoting the digital economy,achieving the rule of law in data management,and developing digital technology.It meets the common requirements of political,economic,legal,and technological fields for establishing a sound national data management system.Under the overall framework of the national data management system,in the future,the National Data Bureau needs to rely on internal,external,horizontal,and vertical organizational adjustments to further consolidate and deepen the achievements of reform,and promote the modernization of the national data management system with the modernization of data administrative management.
