Abstract：This paper analyzes the problems of the value,the content and the object of government evaluation of the scientific research conducted by research institutions and researchers in terms of theory and practice,and proposes that the Chinese government scientific research credit evaluation index should be guided by the existing rules,and the index system of major credit factors should be selected.Based on the behavior of the credit subject,the credibility,compliance and contractual degrees of relevant subjects are evaluated according to the logic of three-dimensional credit theory.We should use general dereliction of conduct “demerit points system”and serious dishonesty “one-vote veto”evaluation method to do scientific research credit rating,the ultimate realization of scientific research risk alarm of dishonesty and punishment.
