Distribution Characteristics of the Rural Science and Technology Service System in Poverty-hit Areas:Taking Sichuan Province as An Example

Abstract:Taking Sichuan province as example,the paper explored the distribution characteristics of Rural Science and Technology Service System(RSTSS)in poverty-hit areas.Six results were concluded:①RSTSS in poverty-hit areas had a preference for governments,companies had no clear interests in building RSTSS in poverty-hit areas,and scientific research institutions and universities had preference on rural innovation and entrepreneurship system;②Poverty-hit areas showed a preference on rural technology service system,but poverty-free areas showed a preference on rural innovation and entrepreneurship system;③Construction performance of RSTSS in poverty-free areas was better than poverty-hit areas,and that kind of performance in light poverty-hit areas was better than deep poverty-hit areas;④It was more urgent for poverty-hit areas to enhance their ability of technical services instead of innovation and entrepreneurship;⑤Growth of agricultural economy was supported by the rural innovation and entrepreneurship system,not but by the rural technology service system;⑥The overall capability of rural science and technology service in poverty-hit areas might be improved by government's intention to lay out some kind of RSTSS,and the intention might result in an improved capability of innovation and entrepreneurship.Based on these results,some suggestions were proposed:paying more awareness to RSTSS,regarding governments as the leading role in building RSTSS,constructing RSTSS according to different types of poverty-hit areas.
