Abstract:The professional titles system is the basic system for the evaluation and management of professional and technical personnel in China,which is related to the interests of tens of millions of professional and technical personnel.At present,the reform of the professional titles system in China has entered into a new stage.Because of the undefined orientation of the professional titles system,a series of new problems have emerged.Taken the institutional effectiveness as the breakthrough point,the professional titles system was analyzed in three aspects,which are the social context,legitimacy and implementation process.Then it was pointed out that making orientation clear is the keypoint of the revolution.So the content of professional titles evaluation should be consistent with the orientation.It is necessary to promote the decentralization and transfering of the right to review,and to enhance interdepartmental cooperation.
