Regional Innovation Development Policy from the Perspective of the Central Government—— Based on Content Analysis

Abstract：Taking 354 regional innovation development policies from 2000 to 2018 as objects,the paper constructs a framework of regional innovation development policy from six dimensions:time,policy subject,regional space,policy content and policy objectives,and uses the content analysis method.The findings show that the regional innovation development policy is dominated by single area spatial level and less in other cross-regional levels.The largest number of the policy is to foster regional growth poles,followed by the other four kinds of policies,and a unified regional management organization at the national level has not yet been established.Besides,policies are predominantly promoting the regional growth,while few policies aim at promoting balanced development among regions.Policy gaps exist in the dimension of synergy.
