Abstract：This paper constructs the innovative investment model of micro-enterprises under the PPP model firstly.By comparing different equilibriums under different contact forms,this paper demonstrates that government can reduce information rent and reduce rent-seeking activity and PPP model will bring about more innovation levels.PPP mode is a key part of improving the national innovation system.Then,based on the PPP data of China from 2009 to 2016 provided by the World Bank PPI project library,this paper uses the non-equilibrium panel data regression model and conclude that the provincial-level PPP investment or PPP project number has the positive and significant on impact of patent application for industrial enterprises above designated size.Lastly,this paper proposes some advices.
