Abstract：On the basis of 30 provincial data from 2007 to 2016,this paper empirically studies the impact of the FDI spillover effect and intellectual capital on regional innovation output,and analyzes the moderating role of institutional quality.The research results show that:FDI spillover effect has a significant positive effect on regional innovation output,and institutional quality plays a significantly negative moderating role.FDI spillover effect has a significant positive effect on intellectual capital.Intellectual capital has a significant positive effect on regional innovation output.The results provide a theoretical and methodological contribution to the study of relationship between FDI spillover effect,intellectual capital and regional innovation,but also provide practical guidance for China's regional innovation ability.
