Abstract：Focusing on regional innovation advantages means regional innovation policies should fully exploit advantaged regional innovation resources,stimulate innovations in domains of comparative advantage and reinforce regional agglomerate advantage.A regional innovation policy should tailor its contents to the innovation capacity of a region based on comprehensive evaluation of regional innovation capacity.Regional innovation policies should also concentrate on breaking specific regional innovation barriers such as organisational thinness,lock-in and fragmentation,as well as give consideration to the boundary constraints,adapting policy contents to the changeable regional technology and industrial structure environment.
