Abstract：This paper explores the responsibility and relationship of the government,university,entrepreneur and society in the innovation and entrepreneurship ecosystem.Based on this,it makes a comparison among the United States,Germany and Japan.Finally,it proposes that we should further enhance the effectiveness of government administrative services,improve the quality of innovation and entrepreneurship education,promote the deep integration of industrial chain and innovation chain,and stimulate the vitality of social participation.
