Abstract:This paper uses the policy measurement analysis tool and the PMC index model to establish a comprehensive evaluation system for SMEs' science and technology innovation policies.From the time dimension,the policy formulation shows a gradient increasing trend.From the support dimension,the policy still has limitations,combined with PMC scores and PMC surface pairs.The country and Beijing-Tianjin-Hebei's four science and technology innovation policies are quantitatively evaluated.The analysis results show that the country and Beijing-Tianjin-Hebei have issued more planning policies,lacking implementation;lack of talent incentive policies and fewer supporting measures.The overall policy issued by Beijing-Tianjin-Hebei lacks feedback and supervision.On this basis,the paper puts forward the optimization suggestions for the science and technology innovation policies of small and medium-sized enterprises in the Beijing-Tianjin-Hebei region,and provides effective policy support for the coordinated development of Beijing-Tianjin-Hebei.
