Abstract：The construction of innovative provinces is an important part of the construction of innovative countries.In the new era,the fierce competition situation at home and abroad has put forward new challenges and requirements for the construction of innovative provinces.According to the Pasteur quadrant model proposed by Stokes and from the perspective of the relationship between basic research and applied research,a new Pasteur quadrant model for the construction of innovative provinces is proposed.Taking the construction of innovative provinces in Jiangsu as an example,this paper discusses how to use the new Pasteur quadrant model to systematically analyze the construction of innovative provinces,and puts forward some suggestions on how to promote the construction of innovative provinces in Jiangsu Province.
