Abstract：Based on the concept and nature of scientific and technical community,this paper focuses on scientific and technical community's main governance problems,implication and features by the governance environment change.Here are the main conclusions:Firstly,nature of scientific and technical community is mutual-benefit deriving the sociality and commonweal,and relied on contract relationship constructing independency and predictability;Secondly,the main governance problems of modern scientific and technical community are about autonomy protection,decision-making capability and collaboration efficiency improvement;Thirdly,the implication of scientific and technical community is a dynamic institutional arrangement through reasonably setting up decision mechanism,incentive and supervisory mechanism,and interactive cooperation mechanism to realize scientific knowledge effectively innovation and dissemination in mega-science epoch.In addition,because of organization attributes complexity,organization structure flexibility and organization mission emphasizing social fairness,scientific and technical community governance significantly distinguishes from the other organization types.
