绿色矿业产融研协同共生的数理模型、系统机制与引导政策

摘要 本文通过对中国矿业经济发展现状的经济技术分析后认为,用传统的全要素生产率模型评估矿业经济转型升级还不能充分体现绿色发展要求,需要对Solow增长核算式进行扩展,将技术创新、管理创新和绿色发展的发展理念融入其中;根据2007—2016年矿业经济发展,建立了绿色全要素生产率模型并通过了检验。研究结果表明,劳动、管理、矿产资源三个要素对矿业经济产出的影响为正向,科技进步的正向作用明显,发展绿色矿业有必要将产业、金融、研发统筹考虑,发挥系统协同共生的作用;对绿色矿业产融研协同共生系统机制分析后发现,强化产融研三者的良性互动,是绿色矿业系统健康发展的主要动力。根据研究结论,提出健全绿色矿业发展政策体系、为矿业经济转型升级创造和提供相关的绿色金融产品与服务、建立矿山环境恢复治理收益回馈机制、运用政策激励增强科技创新动力、完善公共配套能力建设等政策建议。

Abstract:Firstly,after economically & technologically analyzing the present situation of Chinese mine economic development,the paper finds that the evaluation of mining economic transformation and upgrading,by the traditional model of total factor productivity,cannot fully meet the requirement of green development,and it is necessary to expand Solow residual,and to absorb the technical innovation,management innovation and the development of green development idea.Secondly,the green total factor productivity model is designed and is proved reasonably the t-test according to the economic development of China's mining in 2007—2016.The result shows that the influence of the economic output by the three major factors,the labor,management and mineral resources,was positive,and the progress of science and technology positive impact on the economic product was obvious.According to the result,industry,finance and R&D,was should be integrated in green mining develop to be promote coordinately symbiosis.Thirdly,after analyzing the mechanism of industry-finance-research symbiotic coordination in green mining,it finds that accelerating the positive interaction among industry,finance and research is the major power of green mining system normal operation.Finally,the relevant policy suggestions are given,such as perfecting the green mining development policy system,creating and providing relevant green financial products and services for the economic transformation and upgrading of the mining industry,establishing the feedback mechanism of mine environment restoration and treatment,enhancing the driving force of scientific and technological innovation by policy incentives,and improving public supporting capacity building.
