Research on Evolution of the Participants in the Construction of China's Big-Science Infrastructures

Abstract:Based on the perspective of public policy participation,the development history of Big-Science Infrastructures (BSIs)in China has been analyzed,and it is revealed that the characteristics of the participants in five stages:special member group mode in period of “atomic and hydrogen bombs and man-made satellites”,Chinese academy of sciences leading mode in the initial period of reform and opening-up,relying on universities model of China's eleventh five-year plan,central and local cooperation mode since the 18th national congress and encouraging social capital participation model in construction in the presence.These five stages highlight the evolution path of participants in the construction of BSIs under the transformation of national strategy,and the evolutionary dynamics lies in the improvement of national capacity,the diversification of construction goals and the marketization of construction methods.The evolution of participating subjects reflects the evolution of cooperation between the state and multiple subjects,which brings challenges and opportunities to the research and practice of public management based on the construction of BSIs.
