Abstract:The Belt and Road international cooperation is an important task for China. At present,in the export to the countries along the Belt and Road,Shanghai is the 5th province in China. The status is not matching with the economic scale of Shanghai.Through the construction of the Global Science and Technology Innovation Center,Shanghai's growing scientific and technological capabilities have formed a new model to support the Belt and Road.In order to analyze the characteristics of international cooperation of Shanghai R&D enterprises, the relevant situation of Shanghai was investigated from two levels. At the level of large enterprises, the representative 11 cases in Shanghai were analyzed. At the level of SMEs,195 district-level R&D institutions were analyzed.Referring to the supply chain management model, the characteristics of the Belt and Road in the innovative enterprises was analyzed according to the different processes of the supply chain,i.e.,R&D,manufacturing,and sales. The results show that the large enterprises are choosing to go out in all aspects of the supply chain, and have different features in industries and sale areas. The SMEs with internationalization features are limited in manufacturing industry, and have the performance in oversea sale.International R&D is relatively small for SME and has little impact on overseas operating income. Finally, some suggestions were given on how to use the R&D capability to expand the Belt and Road international cooperation.
