Abstract:In order to realize the dynamic comprehensive evaluation of industry technology innovation environment,this paper establishes evaluation index system from five aspects,including market environment,policy environment,institutional environment,financial environment and innovation basis environment.Based on the panel data of 30 regions high-tech industry in China during 2010—2016,it evaluates and analyzes current level and growth of innovation environment by using vertical and horizontal scatter degree method,maximum order difference method and the preferring present to past normalization method.The result shows that:the technology innovation environment has a low current level,but it has a certain growth.The current level and growth have various degrees of fluctuation,and the growth is stronger.The comprehensive level is relatively low,and its differences are obvious in different regions.Finally,the paper suggests to improve the current level,pay attention to the growth,reduce the degree of fluctuation and construct an interregional collaborative innovation environment system.
