Abstract:The high quality development of Yangtze River Economic Belt (YREB)has become an inevitable requirement for the economy transformation in China.From the perspective of regional heterogeneity,this paper divided YREB into three zones:upper,middle and lower reaches.Combining meta-frontier and the two-stage DEA,this paper measures the high-tech industry′s two stage innovation efficiency and technology gap from 2010 to 2014 by taking the manufacture of electronic and communication equipment and medical and pharmaceutical products as examples,and the innovation inefficiency is further decomposed.The result shows that:The innovation efficiency of the industry in YREB is low.and for electronic and communication equipment manufacturing,the inefficiency mainly comes from the achievements transformation stage.The efficiency value of the two stages of the pharmaceutical manufacturing industry is low.There are technical gaps between groups and significant differences between industries.In the technology research stage,the downstream areas have technological advantages in the electronics and communication equipment manufacturing industry,and the upstream areas are closest to the technological frontiers of pharmaceutical manufacturing.The midstream areas are close to the regional optimal level in achievements transformation stage of the two industries.The two stages inefficiency is mainly due to the low management level.Therefore,regional strategies should be specifically built based on the distinct inefficiency in two stages.
