Abstract:China is vigorously implementing the strategy of innovation-driven development,Quantifying the ability to innovation is of great significance for clarifying the status quo and promoting the construction of innovative country. However, the comprehensive measurement of China's innovation capability which is based on the perspective of prefecture-level cities is still lacking. This paper constructs 12 indexes consisting of three aspects(innovation investment, innovation environment and innovation achievements),uses the 2015 data to measure the innovation capabilities of 289 prefecture-level cities in China, and uses exploratory spatial data analysis(ESDA)to examine their spatial differentiation. The results show that, firstly, the innovation ability of prefecture-level cities has a strong correlation with their administrative level, and the prefecture-level cities with the strongest innovation ability are often provincial capitals and sub-provincial cities.Secondly, the innovation ability of prefecture-level cities shows significant spatial differentiation, and the innovation ability generally decreases from the east to the central and western prefecture-level cities.Thirdly, the prefecture-level cities with the strongest innovation capabilities are all located on the eastern coast, mainly in the Yangtze River Delta, the Pearl River Delta and the Bohai Rim region.
