Analysis on the Flowing Rules of Creative Talents in Science and Technology in China —— An Empirical Research Based on Leading Talents in Science and Technology of National Ten Thousand Talents Program

Abstract:Creative talents in science and technology are the core of the whole system,and the migration becomes a form of competition among different regions and institutions.This paper analyzed the CV of leading talents in science and technology of young and middle-aged.It finds that:High-quality learning environment is not only the growth background of them,but also the demand of them;“inbreeding”has been alleviated with the increase of flow intensity;the flow intensity is correlated with age and there is a gentle trend;there is“Matthew effect”and regional imbalance of talent flow.There are some countermeasures:firstly,increase the policy of cross-border mobility and expand the academic horizon of innovative talents;secondly,encourage the working flow of talents and optimize the allocation of resources;thirdly,improve the environment of human resources and establish the ecological environment of talent development;forthly,enrich educational resources and coordinate the relation between“educating talents”and“employing Talents”,in order to help the development of talents in science and technology and policy making.
