Abstract:The concept of scientific literacy has exerted tremendous influence academically and practically. After decades of development in theory and practice,it has undergone three major changes:transforming from the study of scientific knowledge and skills to the acquisition of scientific competency;from opposing to culture to the integration of science and culture;from the participation in grand issues to the decision-making in the community level. These changes demonstrate the response to the changing and diversified societies, and show great reference to China's public scientific literacy practice in new era.
