Abstract：This paper uses statistical data to make clear at first the new trends of the overall distribution of different levels of Chinese higher education students going to the United States in recent years,as well as the situation of the return of young talents who have obtained doctoral degrees in science and engineering from American universities;Then by discerning the obstacles to the return of Chinese overseas scholars formed by the promulgation of the employment policies and visa policies for international students by the government of the United States since 2016 it analyzes the prospects of the return of high-level talents,especially those who are S&E doctorate recipients;Finally some policy suggestions for attracting high-level talents in the next stage are put forward.
