Abstract：China's economy has transformed from high-speed growth to high-quality development.The optimization of industrial structure and the improvement of industrial quality are the core issues concerned by the government and academia.This paper fully considerers the factors including the national industrial orientation,the reality of imbalanced economic development in various regions,and the administrative intervention of the existing industrial layout,etc.According to the national related policy,the paper sets different suggestion industry factor for different types and different areas of the industry,proposes a dynamic management method for the industrial system of differential point redemption scheme,and takes Chongqing area as an example for analyzing and demonstrating four types of industry,so that objectively and scientifically evaluates and tracks the business performance and ecological performance of various types of industries.The results show that,through the implementation of the dynamic industrial point redemption scheme management method of regional industries,regional development restrictions and elimination industries will face more and more penalty and opportunity cost,and can effectively guide regional industry optimize to strategic emerging industries and industries encouraged by the state.
