Abstract：National basic research investment is not the higher the better,but closely related to its economic strength,scientific and technological strength,talent strength.Based on these three strengths,this paper selects representative indicators to build the strength index.From the perspective of strength index,this paper analyzes the changes in the intensity of basic research in the United States,France and Japan.Based on this,it explores the regular relationship between the national basic research investment and the strength of national development,and provides some references for the formulation of the objective of reasonable basic research intensity in China.
