Science andTechnology Policy Evaluation in An Evidence-Based Decision Making System:Lessons from the UK

Abstract:This paper discusses the impact of evidence-based decision-making on S&T evaluation from three aspects:the origin and connotation of evidence-based decision-making,the relationship between evaluation and evidence,the interaction between the effectiveness of S&T decision-making and high quality evaluation.It analyzes the system design,policy measures,organization framework,management mechanism and their characteristics of UK's S&T evaluation as well as the development of evaluation practice since the latest round of S&T management reform in 2016 in the UK.Based on the study of advanced evaluation concepts and experiences from foreign countries,this paper puts forward a series of policy suggestions,including introducing evidence-based decision-making mechanism into China's S&T management system,improving S&T evaluation standard,strengthening the construction of the evaluation data information system,establishing the evaluation results sharing mechanism and accelerating the development of S&T evaluation industry.
