Evaluation for Policy Effectiveness of“Comprehensive Innovation and Reform Experimental Zone”:Make Oneself Alone Good or Make World Around Benefit

Abstract:Based on the perspective of embedded intervention theory and spatial association,using panel data of 25 provinces and 337 cities from 2014 to 2016,as well as“counterfactual estimation”and spatial econometric models,the implementation effect of the policy of comprehensive innovation and reform experimental zone is tested.It is found that the“full innovation and reform experiment”has improved the innovation ability of the pilot areas,and the policy pilot value is significant,the spatial correlation and spillover effect between the pilot areas and non-pilot areas are obvious,and the policy extension value is significant.Individual Heterogeneity is an important factor that affects the effect of policy.The differences of location and administrative level balance the gap of regional innovation ability through regulating mechanism.Government support and industrial integration play a restraining or promoting role with the difference of degree.It is suggested that regional and institutional advantages should be fully exploited,knowledge flow and cooperation innovation should be encouraged across administrative regions,and policy spillover effect should be promoted.
