Abstract：The high-quality development of China's economy urgently requires the optimization and upgrading of the industrial structure.The National Independent Innovation Demonstration Zone(NIIDZ)is an important national strategy for improving the regional innovation system and promoting the optimization of the industrial structure,which driving high-quality economic development.Based on the panel data of 265 prefecture-level cities in China from 2007 to 2016,this paper studies the policy impact of the establishment of NIIDZ on the rationalization and supererogation of industrial structure through theoretical analysis and the use of the difference-in-difference model,and conducts a heterogeneity analysis.The study found that NIIDZ can significantly promote the rationalization of industrial structure,but have a significant inhibitory effect on the supererogation of industrial structure,especially in the eastern region,the inhibitory effect of NIIDZ on the supererogation of industrial structure is very obvious.More importantly,the impact of NIIDZ on the transformation and upgrading of industrial structure has significant growth cycle heterogeneity,which is an important and innovative finding of this paper.Therefore,NIIDZ need to reasonably plan the industrial cluster system,especially the western industrial clusters.Under the institutional platform effect of their own zones,the collaborative innovation behavior of innovative enterprises,talents,various platforms and institutions promotes the upgrading of industrial structure and high-quality economic development.
