Conceptual Mechanism of the University-Government Co-constructed New R&D Institution in Institutional Entrepreneurship ——Taking Shandong Industrial Technology Research Institute as An Example

Abstract:New R&D institutions are an important force in opening up the “channel”of technological innovation and market demand.Current research focuses on portraying their structure and operational mechanism and little is known about the issue of “how to construct this structure and mechanism”.Based on the institutional entrepreneurship theory,taking Shandong Industrial Technology Research Institute as an example,this paper analyzes the conceptual mechanism of the “institution-government”co-constructed new R&D institution.On the basis of maintaining organizational independence and clarifying the primary and secondary participants,Shandong Industrial Technology Research Institute has established a series of rules and regulations by adopting conceptual activity strategies that promote both “policy guarantee”and “technology accumulation”,which effectively coordinates the interest demands of the government and business partners and drives its own standardized development.Conclusion drawn from this research has improved the theoretical research framework of new R&D institution and has important inspirational value for the construction of domestic regional R&D institution.
