Abstract:How to optimize the allocation structure of scientific and technological property rights,a deep-seated social and economic factor affecting the use of scientific research funds,to perfect the system mechanism of“do not want”to use scientific research funds illegally has become a policy focus of deepening the reform of scientific research management.Based on the public-private duality of the allocation of scientific and technological property rights,its principal-agent structure and right incentive mechanism,this paper analyzes the influence of the allocation structure of scientific and technological property rights on the use of scientific research funds.The results show that the public value-oriented right incentive system in the allocation structure of scientific and technological property right is not perfect,the incentive system of scientific research labor right is unreasonable,and the transformation costs of scientific and technological achievements are high,which are the deep economic right factors to induce the illegal use of scientific research funds.On this basis,the adjustment countermeasures of economic structure governance are put forward.
