Abstract:Based on the increasingly networked phenomenon of enterprises' linear innovation activities,this paper studies the relationship between the progressive innovation network of enterprises and the innovation institutional behavior of government,and uses game theory to analyze their evolution based on the construction of the spiral fragment evolution model.The empirical test is carried out by taking the incremental innovation network of three automobile enterprises as an example.The results are as follows:①Enterprise incremental innovation network and government innovation institutional behavior promote and influence each other.The greater the number and intensity of linear positive correlation is,the greater the network innovation ability and government institutional behavior will be;②The 3.0 phase of spiral synchronous evolution is superior to the 2.0 and 1.0 phases;③The overall trend of the positive correlation between the progressive innovation network and the government innovation institutional behavior is decreasing from south to north.The research results are helpful to reduce the institutional cost of enterprise' innovation activities.It will provide some enlightenments for the improvement of innovation efficiency.
