Construction and Demonstration of Evaluation Index System of Urban Innovation and Entrepreneurship Environment ——Take 17 Cities in Shandong Province as an Example

Abstract：Based on the PSR model and its elements combination,this paper constructs the evaluation index system of urban innovation and entrepreneurship environment.The innovation and entrepreneurship environment of 17 cities in Shandong province was evaluated by factor analysis and classified by cluster analysis.The results of the two kinds of analysis are consistent,the innovation and entrepreneurship environment scores of Jinan,Qingdao,Zibo,Yantai,Weifang are above the average level,and scores of other cities are all below the average level,Qingdao and Jinan scored well above the other 15 cities in the overall assessment of the environment for innovation and entrepreneurship.The environment for innovation and entrepreneurship in 17 cities of Shandong province is divided into three levels.Qingdao and Jinan are in the leading position.Yantai,Weifang,Dezhou,Liaocheng,Heze,Jining,Linyi are in the challenging position,Dongying,Weihai,Laiwu,Zaozhuang,Binzhou,Tai'an,Rizhao and Zibo are in the improvement stage.This study provides theoretical basis and decision-making reference for the optimization of urban innovation and entrepreneurship environment,and has important guiding significance for the optimization of urban innovation and entrepreneurship environment.
