Does Government Support Increase R&D Input of High-Technology Industry——Based on the Provincial Panel Data of Industries

Abstract:High-tech industry is the main carrier of realizing innovation-driven development.In order to play the role of the government in increasing R&D inputs,this paper discusses the impact of government support on R&D input intensity and its industrial difference.The empirical analysis with two-step system GMM was conducted on the provincial panel data of Chinese high-tech industry.The research findings are as follows.There are industrial differences between the impact of government support on R&D input intensity of high-tech industry.Government support could increase the R&D input of pharmaceutical manufacturing industry,medical equipment and instrument manufacturing industry,and electronic and telecommunications equipment manufacturing industry.The R&D input of aircraft and spacecraft manufacturing industry and computer and office equipment manufacturing industry is not significantly influenced by government support.This paper put forward three implications according to the findings,including advancing the government support according to industrial characteristics,adjusting the government input based on actual performance,and optimizing the ways of government support according to R&D needs.
