Abstract：In this article,we investigated the inter-provincial R&D expenditure distribution and variation in China from 2009 to 2018.By using R&D expenditure proportion as an index,the provinces are classified into three groups.The variation of R&D expenditure proportion has a strong correlation with the growth rate and scale of R&D expenditure.The investment change of enterprise funds is the internal factor for proportion variation in most provinces of China,and uncoordinated distribution of R&D personels is the fundamental reason for uncoordinated distribution of R&D expenditures between different provinces.Finally,we give the recommendations on R&D expenditure management policies to boost coordinated development of regional innovation.
