Path Dependence,Trials of Mass Innovation and the Two-Way Construction:Mechanism and Logic of the Evolution of Regulation Pattern in Emerging Industry——Empirical Analysis Based on Online Ride-Hailing Regulation

Abstract:Regulation of emerging industry is an important part of national governance system in the new round of sci-tech revolution and industrial transformation.It is of great significance for understanding the choice of realistic path and grasping the future development trend to sort out and analyze the development context of the regulation of emerging industry from the perspective of dynamic evolution.As a typical representative of the emerging industry,the regulation mode of online ride-hailing has undergone a gradual evolution from legalization to standardization and maturity.Through the analysis of online ride-hailing regulation,it can be found that the evolution of the regulatory mode of emerging industry is influenced by three mechanisms,which are path dependence,trials of mass innovation and the “two-way construction”of regulation rules.In the evolution of the regulatory pattern of emerging industry,the driving force of evolution is the collaborative innovation of technology and institution,the core of evolution is the remolding of power structure,and the key of evolution is the dynamic balance of risk and innovation.In the future,it is necessary to further strengthen the innovation of the regulation mode of emerging industry,so as to provide a good institutional environment for the transformation of scientific and technological achievements into new drivers of development.
