The Organizational Pattern of the R&D in Emergency Under the Background of COVID-19 Epidemic Status

Abstract:Applying the multi-case study as the research method,taking 23 emergency R&D organizations as samples,this paper explores the organizational pattern of R&D in emergency to race against time under the background of COVID-19 epidemic status.The different participants from the different sources,including government R&D organizations,hospitals,universities,enterprises,military R&D organizations and other R&D organizations (Institutions),shape an organizational pattern of closed-loop relay in the R&D in emergency,the application departments forms a practice-theory-practice closed loop interface in the relay.The New Nationwide System shows China's institutional advantages of the R&D organization in emergency,providing favorable conditions for the effective operation of organization pattern.This study enriches the research of the technological innovation in emergency status,and provides management enlightenment for strengthening the scientific and technological support in emergency management of the public health emergencies.
