Abstract：The essential feature of the new development stage is to realize the high-level S&T self-reliance and self-improvement.Strengthening the national strategic S&T strength and comprehensively improving the effectiveness of national innovation system are the core grasps to accelerate the process.Based on the new development stage,from the perspective of high-level S&T self-reliance and self-improvement,borrowing the national innovation system and holistic innovation theory,this paper explores the concept,connotation,key features and classification of national strategic S&T strength,and puts forward the theoretical basis,strategy and three main paths of strengthening national strategic S&T strength.It provides theoretical and scientific decision-making references towards the high-level S&T self-reliance and self-improvement.
