Vigor Evaluation and Identification of Obstacle Factors of the Innovation Ecosystem in Beijing-Tianjin-Hebei

Abstract:Innovation is the inherent requirement to establish a national competitive advantage and the decisive force to create China's economic miracle.By combing the relevant literature of innovation ecosystem,this paper puts forward to construct a “five-degree”evaluation index system of concentration,height,activity,governance and responsiveness of innovation ecosystem with innovative vitality.Based on the 2018 relevant data of 2 municipalities directly under the central government and 11 prefecture-level cities in the Beijing-Tianjin-Hebei urban agglomeration,the improved entropy weight TOPSIS model and obstacle degree model are used to calculate the vitality index of the innovation ecosystem in Beijing-Tianjin-Hebei,and the obstacle factors are identified.The results show that from the overall innovation vitality index,the overall innovation vitality of Beijing-Tianjin-Hebei urban agglomeration is relatively lack.Beijing's innovation vitality is in the absolute leading position.Tianjin's sub-center features are obvious.Shijiazhuang shows the development trend of the third pole.From the perspective of five sub-dimensions,the difference coefficient proves that there are significant differences in innovation vitality within the urban agglomeration.The difference coefficient of innovation responsiveness is the highest,and the difference of learning and feedback ability of Tianjin-Hebei urban innovation system is the largest when compared with Beijing.From the perspective of innovation ecosystem barriers,innovation community structure,innovation platform value and knowledge environment are the major barriers to innovation vitality of most cities in Beijing-Tianjin-Hebei urban agglomeration,with specific cities being different.
