Abstract:As an important institutional guarantee for technological innovation under the new development pattern of dual cycle,how the intellectual property protection (IPP)affects technological innovation,or how to view the technological innovation achievements under the IPP correctly is an important subject that needs to be discussed urgently to move towards the stage of high-quality development in China.To this end,from the perspective of quantity and quality,the paper specifically analyzes the impact of the IPP on technological innovation and proposes related theoretical hypotheses,and conducts relevant empirical tests based on provincial-level panel data from 2004 to 2017.The results show as follows.①Strengthening IPP can significantly increase the quantity of technological innovation;②Compared with the development of low-quality technological innovation,the continuous strengthening of IPP tends to develop high-quality technological innovation;③The promotion effect of IPP on high-quality technological innovation is particularly obvious in the eastern region.IPP in the central and western regions tends to promote low-quality technological innovation;④Within the different scales of technology transfer in the market,the impact of IPP on technological innovation has threshold effects,which vary across regions.Based on these results,this paper proposes some policy recommendations,including strengthening the protection of the source of intellectual property rights,expanding the scopes of IPP,rationally adjusting the level of regional IPP,and strengthening the protection of high-value patents.
