Research on Quantitative Evaluation of Xinjiang Regional Innovation Policies

Abstract:Scientific evaluation and analysis of Xinjiang's regional innovation policies will contribute to give play to its unique location advantages in the core area of the Silk Road Economic Belt.It is of great significance for promoting the overall innovation and development of China and accelerating the construction of an innovative country.This article summarizes and combs Xinjiang regional innovation policies from 2000 to 2020,establishes a PMC index model,and quantitatively evaluates 12 typical policies.The study found that the average PMC index of each policy is 7.17,a total of 7 policy evaluation results are excellent grades,5 policies are good grades,there is no policy text with perfect and poor grades,the overall situation is good.Various policies performed well in terms of policy nature,policy evaluation,role level,and policy perspective.The content is detailed and specific.There are four common problems in various policies:the policy timeliness is relatively limited,the policy lacks the participation of the third sector and other subjects,the focus of the policy field lacks balance,and the use of policy incentives is relatively monotonous.Based on the conclusions obtained,suggestions for optimization and improvement of various policies are proposed.
